1967 Harley Davidson Police Special

I have recently acquired a 1967 Harley Davidson Police Special. I can't find where the VIN number is though. It's not by the forks where it should be. Is it because of the year of the bike or because it's an old police bike that it's not there? And more to the point, where the hell is it?
