Ring Gear Starter

Hi, I have a problem. I just change my primary cover for a chrome one. But now when I try to start my engine it makes a noise. I removed back the cover and tried to start the engine without the cover and it looks like my starter is not adjust with the ring gear. What can I do to fix my problem. Can it be that the chain is too loose and not adjust well?
