Simpler Parts List?

I don't know if this will sound stupid or not, but what about a simpler list? I mean, I read this one and it seems to be from scratch...what about for someone who has the components or partial from a parts bike and needs to make sure he has everything just to get it running? Like the run list for what he needs just to get a bike moving and then another list for things to make it street legal like signals and stuff like that. Maybe you've heard this all before, again, I don't know. Thanks for asking my opinion though! Regards- Robert
