So my dreams were shattered when I was told the truth

For years I have had this dream of one day opening my very own custom motorcycle shop, until I heard that Harley went after all the chopper companies and slammed them with this huge law suit making it almost impossible to custom build bikes unless you build a prototype, have it approved by D.O.T. and pay thousands for insurance. This is what I've heard. I'm in C.A. (Los Angeles) if ANYONE can confirm or help out with the facts on this story it would be very much appreciated.
