Sporster Girder Front End Trouble

I'm building a 73 sporster with a girder front end. it's about 10 over but the problem is when I turn to either side the whole front end comes up. you can see the handle bars rise when you go back to center from any turn. The front frame is stock and so is the front tire. Somebody told me that because the front end is so long it needs to be raked. I had one before with a big rake on the front and it worked fine so I guess what I'm asking is if you put a long front end on does it have to be raked? it does have a weld on hard tail. I'm just finishing up this bike and want to get it on the road soon so I switched to a 4 over tube front end and that seems to work fine but I like the look of the girder so much better. any info on how to rebuild one?
